What no one seems to consider is that binding arbitration, if it was controlled by completely unbiased arbitrators, is a great tool for both sides and a significant cost savings to the taxpayers. But, like members of a jury, the arbitrators need to be screened by BOTH sides, to insure they actually ARE unbiased.
