"At no cost to the taxpayer". Who pays the electric, heat, cooling, insurance, and maintenance costs in the future? The town with no voter approval used future payments from the landfill to obtain a 2.5 million dollar bond, plus interest and fees to spend now while they are in office. Spend now, pay later is not a policy to be proud of, but it did get us to the second highest tax rate in Rhode Island.
