ANIMAL CONFINEMENT IN VEHICLE

Around 3:08 p.m., June 13, a Warwick Animal Control Officer was dispatched to Walmart at 650 Bald Hill Road for the report of two dogs inside a red Ford Escape, with windows that were “barely cracked.”

A man approached the vehicle and police asked him if it was his vehicle. According to the incident report, the man said, “Yes. Is there a problem?”

Informed why an officer was on the scene, the man said, “My windows are open.”

According to the incident report, all four windows were down about a quarter of an inch. The temperature at T.F. Green International Airport registered 77 degrees.

Using a “calibrated infrared thermometer” the officer took a temperature reading inside the vehicle. According to police, the temperature was 95.8 degrees in the vehicle.

Police identified the vehicle owner as Erik T. O’Neil, 44, of 85 Fiat Ave., Cranston. The dogs were identified as Roxie, a 10-year-old black female Shiba Inu; and Buddy, a 7-year-old white male mixed breed.

“I observed the dogs to be panting and there was no water available for them,” according to Animal Control. “I attempted to discuss the seriousness and safety concern of leaving dogs in a motor vehicle and was met with confrontation and belligerence by O’Neil.”

Animal Control requested a police officer to assist at the scene. Multiple officers arrived as O’Neil got into an argument with another man at the scene.

O’Neil was cited for Animal Confinement in a Motor Vehicle Prohibited, which carries a $500 fine.
