Giovanni D. Cicione, JD


Attorney Giovanni D. Cicione is a business attorney with over 25 years of corporate and legal management experience. Since 2019, he has served as general counsel for North American Crane and Rigging, LLC, a regional crane, rigging and heavy hauling business which he helped expand from a New England footprint to a respected east coast regional presence. He previously practiced as a corporate attorney at prominent Rhode Island law firms including Cameron & Mittleman, LLP and Adler Pollock & Sheehan PC, and in his own private practice where he specialized in government affairs, legislative review and drafting, and permitting. Attorney Cicione also served as lead counsel at the RI Economic Development Corporation, where he focused on contract structuring and negotiation, corporate financing and commercial transactions, corporate compliance, brownfields redevelopment, business development and intergovernmental relations.

A fierce community advocate, Attorney Cicione is a founder and current chairman of the Stephen Hopkins Center for Civil Rights, a public interest litigation firm whose mission is to represent citizens, regardless of means, to enforce their constitutional rights to free speech, property and economic liberty. For over a decade the Hopkins Center, under Attorney Cicione’s leadership and direction, has quietly and diligently pursued cases consistent with its mission, resulting in significant awards for its clients and real change in unconstitutional government practices throughout the state.

A 1988 graduate of Cranston High School East, Attorney Cicione graduated from George Mason University and received his law degree from Boston University School of Law. He is a member of the RI Bar, Massachusetts Bar, and the Federal District Court of RI.

In addition to Attorney Cicione’s professional accomplishments, he has served numerous community organizations including roles as senior policy and legal advisor to the RI Center for Freedom and Prosperity, advocate and deputy grand knight to Bishop Hickey Council of Knights of Columbus, and trustee to the RI Chapter of The Nature Conservancy. He has also been very involved with Boy Scouts of America and has served as scoutmaster to Barrington Boy Scout Troop 46, as well as committee chair, treasurer and cubmaster to Nayatt Cub Scout Pack 1.
In view of his many years of hard work and professional achievements in the field of law and service to Rhode Island citizens, the Cranston Hall of Fame proudly installs Giovanni D. Cicione as a member of its Class of 2023.

Stephen A. Devine

Stephen A. Devine, a 1981 graduate of Cranston High School East and a member of the National Honor Society and RI Honor Society, has led a highly successful career in transportation planning for more than three decades. While completing his Bachelor of Arts degree in Urban Studies at the University of Rhode Island, he was an intern in the Cranston Planning Department and drafted the Land Use Report for the City’s Comprehensive Plan. This experience formed the foundation for his professional career with the RI Department of Transportation, which began in 1987 and continued until his retirement in 2022.

Mr. Devine specialized in intermodal planning, which encompasses such aspects of transportation as bicycle planning, commuter rail, freight rail and ferry service. He began as an entry level planner and gained increasing levels of responsibility in various planning positions. In 2000 he was named chief of program development and was directly responsible for the development and implementation of programs for passenger rail services and bicycle paths in the state. Promoted to chief of intermodal planning in 2003, Mr. Devine was responsible for the day-to-day administration of the Intermodal Planning Office and its transportation programs and budgets. In this role he oversaw the planning and environmental review phases for the commuter rail stations at the TF Green Airport Interlink and in North Kingstown, and negotiated railroad agreements with MBTA and Amtrak.
From 2016 to 2022 Mr. Devine served as administrator of the Office of Transit. Among the major efforts he led in this capacity were the Providence-Newport ferry service, MBTA commuter rail service, Providence Station repairs, the new Pawtucket/Central Falls Station, and the Statewide Transit Master Plan. He also served as a commissioner and voting member on the Congressionally authorized Northeast Corridor Commission and as executive director of the RI Public Rail Corporation.

A Cranston resident, Mr. Devine has served as a member of the Cranston Planning Commission and the Cranston Recreational Advisory Committee. For more than 20 years he was a youth athletic coach for CLCF basketball and soccer, and assistant minor league coach for Cranston Western Little League.

In view of his incredible work ethic and personal commitment to furthering the growth of transportation operations in Rhode Island, the Cranston Hall of Fame proudly installs Stephen A. Devine as a member of its Class of 2023.

Tammy Marie Eaton

Tammy Marie Eaton is a devoted community advocate and leader who has consistently displayed a selfless dedication to improving the lives of her fellow Cranstonians. A 1988 graduate of Cranston High School West and a lifelong Cranston resident, Ms. Eaton has a long history of volunteerism in the community and has served in a variety of roles to help enhance the educational experience of Cranston Public Schools students. She attended the Community College of Rhode Island and holds a Certificate from the One Year Advanced Secretarial Program at Katharine Gibbs School.

The mother of two daughters who attended Cranston Public Schools, Ms. Eaton served as PTO President at WR Dutemple Elementary School for seven years and as PTPV President at Park View Middle School for three years. In addition, she was a member of the Cranston Educational Advisory Board for four years, which included a two-year term as Treasurer. During her time volunteering with Cranston Public Schools, she also held a membership role on the Wellness and Food Advisory Committees, groups tasked with improving the overall health and wellness of students.

Along with her dedicated work with Cranston Public Schools, Ms. Eaton served as a member of the Cranston Substance Abuse Task Force, an organization dedicated to developing and maintaining an effective substance abuse prevention program that targets the reduction of substance abuse among Cranston youth.

An associate paralegal at Pawtucket-based Hasbro, Inc., Ms. Eaton’s service to others extends beyond Cranston to the greater Rhode Island community. She has been a volunteer at the Pawtucket Soup Kitchen for the past eight years and is a foster parent for Children’s Friend, a nonprofit agency dedicated to improving the well-being and healthy development of the state’s most vulnerable young children. In addition, Ms. Eaton also fosters dogs for the Friends of Homeless Animals, a nonprofit organization dedicated to finding homes for abandoned animals.

In view of her enduring dedication to furthering the educational experience of Cranston Public Schools students and her unrelenting service to the community, the Cranston Hall of Fame proudly installs Tammy Marie Eaton as a member of its Class of 2023.

Vincent D. Pellegrini, Jr, MD, FAOA

Vincent D. Pellegrini, Jr, MD, FAOA, is an exemplary orthopaedic surgeon who has served as a clinician, educator, and researcher for more than three decades. Dr. Pellegrini is a graduate of Dartmouth College and received his medical degree from Dartmouth Medical School where he was awarded the Dean’s Valedictory Medal. He completed an internship and residency in general surgery at Hartford Hospital followed by an orthopaedic residency and fellowship in surgery of the hand at the University of Rochester.

After holding faculty positions at Stanford University and the University of Rochester, Dr. Pellegrini served as Professor and Department Chair of Orthopaedics for 27 years at Penn State Hershey Medical Center, University of Maryland School of Medicine, and the Medical University of South Carolina, where he also served as Associate Dean for Medical Education and Adjunct Professor of Bioengineering at Clemson University. Since 2019, he has held the position of Professor and Vice Chair of Education and Research Affairs in the Department of Orthopaedics at Dartmouth Hitchcock Medical Center and Professor in the Dartmouth Institute of the Geisel School of Medicine at Dartmouth. Dr. Pellegrini’s clinical interests are focused on arthritis care, including total hip and knee arthroplasty and surgery of the hand.
In 2022 Dr. Pellegrini was recognized by the American Orthopaedic Association as a Pillar of the Orthopaedic Profession for his legacy and influential contributions to the orthopaedic profession. He currently serves as an examiner for the American Board of Orthopaedic Surgery and chair of the faculty council at Geisel School of Medicine. Beyond caring for patients, his greatest professional passion is for resident and medical student education.

A 1973 graduate of Cranston High School West, Dr. Pellegrini consistently excelled in the classroom and in athletics. He was an integral part of the 1972 Cranston West Swimming Team, which won a New England championship, and was co-captain of the swimming team during his senior year. He was also a member of the Cranston West Golf Team, which won the state championship in 1973.

In view of his outstanding achievements and dedication to the field of orthopaedic surgery and medical education, the Cranston Hall of Fame proudly installs Vincent D. Pellegrini, Jr, MD, FAOA as a member of its Class of 2023.

Mario D. Santomassimo, III, DPT

Mario D. Santomassimo, III, DPT is a dedicated physical therapist who has tirelessly served the Rhode Island community for more than three decades. Dr. Santomassimo has spent most of his career working in Cranston and has helped thousands of patients as they deal with orthopedic and sports injuries and recuperate from knee, back, hip, foot and arm surgeries. He takes sincere interest in his patients – student athletes to senior citizens – and is committed to helping them regain and improve their physical strength and well-being.

Dr. Santomassimo is a mentor to new clinicians at Pappas OPT and is the practice’s student coordinator, working as a liaison to physical therapy students as they gain practical experience in the field. He is very generous with his time and advice when working with students; through his outgoing demeanor he puts these young adults at ease as he guides them in interactions with patients and answers their questions about working in the field of physical therapy.

A 1984 graduate of Cranston High School East, he received a Doctor of Physical Therapy degree and Sports Physical Therapy Certification from Evidence in Motion Institute of Health Professionals, a Master of Science in Physical Therapy from Rocky Mountain University of Health Professionals, and a Bachelor of Science in Physical Therapy from Northeastern University. He is a great believer in continuing education and attends various courses every year to learn about advances in physical therapy and strength and conditioning to better serve his patients.

A Cranston resident, Dr. Santomassimo is an individual who believes in giving back to society and consistently lends his support to a wide range of sporting, educational and community organizations. He has given countless hours of service to Cranston youth sports teams as a volunteer physical therapist for Cranston West’s girls’ cross-country and softball teams and speaks to students in West’s Medical Pathways program about physical therapy.

On a regional level, Dr. Santomassimo has given more than two decades of volunteer service to the Boston Marathon. As the head physical therapist in the Marathon’s main medical tent, he leads and directs physical therapists in the management of post-race triage care of injured runners. He has served the Boston Marathon as a physical therapy volunteer since 1998, including when he worked heroically alongside other healthcare professionals to transfer and triage countless victims at the 2013 Boston Marathon.

In view of his excellence in physical therapy and his compassion and service to others, the Cranston Hall of Fame proudly installs Dr. Mario Santomassimo as a member of its Class of 2023.
