No. The cost of doing business and running government has gone up. The difference has to be made up somewhere.
Yes. Cities and towns need to find a way to run government more cost efficiently.
Yes, but only with the help of the General Assembly, through eliminating unfunded mandates and increasing appropriations to municipalities.
