CRIMINAL SEXUAL CONDUCT

A Warwick man, who worked as a correctional officer, has been found guilty of criminal sexual conduct with inmates.

Rhode Island Attorney General Peter F. Neronha announced recently that a former correctional officer at the Adult Correctional Institutions (ACI) was found guilty in Providence County Superior Court of having sexual relations with two female inmates between 2017 and 2018.

On Thursday, Oct. 13, following the conclusion of a five-day trial before Superior Court Justice Joseph A. Montalbano, a jury found Collins Umoh, 44, of Warwick, guilty of three counts of criminal sexual conduct with an inmate under his direct custodial supervision, according to a press release from the AG.

The defendant is scheduled to be sentenced on Dec. 15 in Providence County Superior Court.

“During the trial, the State proved beyond a reasonable doubt that from July 2017 through August 2018, the defendant had sexual relations with two female inmates while working as a correctional officer at the ACI’s Women’s Facility,” according to prosecutors.

Assistant Attorney General Daniel Carr Guglielmo and Rhode Island State Police Detective Herb Tilson led the investigation and prosecution of the case, with the assistance of the Department of Corrections Office of Inspections.


POSSESSION OF STOLEN VEHICLE

Around 6:41 p.m., Sept. 30, Warwick Police Officer Joseph P. DiIorio was at a stationary traffic post on Post Road when he observed a vehicle traveling south and the driver appeared to not be wearing a seatbelt. DiIorio initiated a traffic stop.

While attempting to pull the vehicle over, DiIorio checked on the registration and it showed that the vehicle was reported stolen out of North Attleboro, Massachusetts.

“Shortly after I got behind the vehicle it activated its right blinker to turn into a parking lot,” DiIorio wrote in the arrest report.

DiIorio was able to conduct the traffic stop in the parking lot of Walts Roast Beef at 1759 Post Road. He asked dispatch to send additional units to the scene.

“As I exited my cruiser the female operator opened the driver side door attempting to exit the vehicle,” DiIorio wrote. “I advised the female to stay inside the vehicle. At this time dispatch confirmed the vehicle was stolen.”

DiIorio had the driver exit the vehicle. He cuffed her.
Police identified the driver as Stephanie Boucher, 41, of 188 Webster St., Pawtucket.

“Boucher stated to officers that she borrowed the vehicle from a friend,” DiIorio wrote.

Police then determined that Boucher allegedly had three active warrants from Pawtucket Police for larceny, and an active bench warrant from Third District Court for Driving Without a License under a different name (Stephanie Napolitano).

“Boucher did not have an active license at the time of my traffic stop under either name,” DiIorio wrote.

Boucher was transported to Warwick Police Headquarters. She was charged with Possession of a Stolen Motor Vehicle, Driving Without a License, and the four warrants. The vehicle was towed from the scene.

Boucher was also issued a seatbelt citation, according to police.
