Stopping this attempt to ram through a developer-favored approach to large solar farms in Warwick was quite amazing. All whom worked toward this end should be congratulated. I continued to be amazed that the City has chosen not to publish minutes of any meetings since March 8th. When I suggested that city council members could be subject to $5,000 fines the mood began to change. Not having a registry of people to contact was another big one but there is no fine associated with that one. The basic problem with publishing no minutes is that "second passages" cannot happen until "first passages" are complete. That means the minutes are approved. Why the solicitor to the City Council didn't get that concept is a mystery to me. Perhaps we need a solicitor to the City Council that has actual open meetings experience.
