DRUG CHARGES

At approximately 7:16 p.m. on Oct. 19, Detective John Toussaint received notification that a Flock Safety license plate reading camera in Cranston had detected a stolen 2019 Hyundai Sonata traveling on Broad Street in that city, heading toward Warwick.

Soon after, Toussaint was on patrol on Warwick Avenue when he observed the Sonata heading south. He followed the vehicle as it turned onto West Shore Road, and after confirming its registration plate matched the stolen vehicle, he initiated a stop near Aurora Drive.

“As I approached the car I could smell an odor of freshly burnt marijuana,” Toussaint reports. The operator then exited the vehicle and was taken into custody.

A search of the operator revealed a “clear sandwich type bag that contained a number of additional plastic bags holding a white powdery substance I suspected to be illegal narcotics,” the detective adds. Subsequent field testing of the substance found it to be fentanyl in the amount of 5.8 grams.

Montrel Jamel Crudup, 30, 37 Daniel Ave., Apt. 2, Providence, was charged with possession of fentanyl and driving a vehicle without the owner’s consent. He was transported to Warwick Police headquarters for processing and held pending a court appearance.

DUI

At approximately 1:45 a.m. on Oct. 22, officers David Babcock and Richard Odell responded to the Apponaug Rotary for a report of a motor vehicle accident.

Warwick Fire personnel were at the scene when the officers arrived. Two vehicles had been involved in the collision – a BMW and a Toyota Tacoma. The operator of the Tacoma told Odell that the BMW had been “traveling at a very high rate of speed” when it struck his vehicle.

Odell then spoke with the operator of the BMW. “While speaking with [the operator] I could smell a moderate odor of alcohol coming from his breath,” the officer reports. “I also observed [the operator] to have watery bloodshot eyes and to have slurred speech when responding to my questions.”

The operator of the BMW is said to have acknowledged consuming alcohol earlier than night and agreed to undergo field sobriety testing, which he reportedly failed. The operator is also said to have agreed to a preliminary breath test, which reportedly found his blood alcohol content to be above the legal limit.

Dean E. Bogda, 27, 6 Sweet Meadow Drive, Cranston, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Bogda was later issued a summons to appear in Third Division District Court on a charge of driving under the influence and cited for refusal to submit to a chemical test. ***

Just after 6 p.m. on Oct. 23, Officer Kyle Fitzsimmons was traveling west on the Airport Connector heading onto Interstate 95 north when he observed a silver sedan “swerve right, almost leaving the roadway with almost all four tires and crossing over the white fog line into the grassy area before correcting itself and continuing in the lane to travel northbound.”

“The vehicle then made three lane changes over to the far left lane on Route 95 North … The vehicle continued northbound while swaying side to side within its lane at approximately 85 mph,” the officer continues.”

Fitzsimmons initiated a stop near exit 14 and made contact with the vehicle’s operator.

“Once making contact with him, a strong odor of an alcoholic beverage emanated from that vehicle,” the officer reports. “[His] eyes seemed heavy and he seemed thick tongued as he spoke to me, slowing his words down so he would no slur.”

Jeffrey C. Kane, 34, 190 Power Road, Pawtucket, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Kane was later issued a summons to appear in Third Division District Court on a charge of driving under the influence and cited for refusal to submit to a chemical test.

SUSPENDED LICENSE

At approximately 9:45 p.m. on Oct. 19, Officer Sara Goes was conducting a routine patrol on Jefferson Boulevard when she observed a 2001 Honda Accord. The operator of the Accord was not wearing a seatbelt, and a records check found the vehicle’s license plate was associated with a 2003 Honda.

Goes followed the vehicle onto Interstate 95 north and initiated a stop near exit 16. She made contact with the vehicle’s operator and sole passenger, and the operator was then found to have a suspended license and two prior convictions for driving with a suspended license.

Bryan Marine, 29, 196 Peace St., Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was also cited for not wearing a seat belt.

OBSTRUCTING

At approximately 10:30 a.m. on Oct. 21, officers Jacob Elderkin and Nicholas DiNardo were conducting a fixed traffic post near Narragansett Parkway and Bayside Avenue when they observed a vehicle traveling north on the parkway at a “high rate of speed.” The vehicle, a 2005 GMC Sierra, was clocked at 46 mph in a 30 mph zone.

DiNardo stepped into the roadway and directed the operator of the vehicle to pull over. The officer reports that the operator spoke “very little” English, but “I was able to communicate with him.” The officer reportedly asked the operator to write his name on a piece of paper in a notebook, and that name could not be found during a records search.

DiNardo reports the license plates on the Sierra were seized because they did not match the vehicle. Additionally, because no active driver’s license could be found under the name the man gave to police, a tow truck was called to take the vehicle from the scene.

According to DiNardo, a search of the Sierra prior to the tow truck’s arrival revealed a passport with the operator’s actual name and photo identification. A check of that name found the operator had no active license and was wanted on two active bench warrants issued from Sixth Division District Court.

German Amaya, 33, 109 Chester Ave., Apt. 2, Providence, was arrested on charges of obstructing an officer in the execution of duty and driving without a license, second offense. He was transported to Warwick Police headquarters for processing and later taken to Third Division District Court. He was also cited for speeding and improper use of a registration certificate.

WARRANTS

Just after 11:30 a.m. on Oct. 18, Officer David Boardman was conducting a traffic enforcement detail near the La Quinta Inn on Jefferson Boulevard when he observed a 2005 Toyota Avalon with “heavy limo style tint on all the windows” aside from the windshield.

A records check revealed the vehicle’s registration had expired in August, and its registered owner was wanted on an active Cranston Police arrest warrant for charges of vandalism and disorderly conduct.

Boardman followed the vehicle onto Interstate 95 north and initiated a stop. He made contact with the operator, who was confirmed to be the vehicle’s registered owner.

Oderlyn N. Martinez Rivera, 25, 112 Sassafras St., Apt. 2, Providence, was taken into custody on the warrant and transported to Warwick Police headquarters for processing. She was later transferred into the custody of Cranston Police. ***

Shortly before 5 p.m. on Oct. 21, Officer Justin Martin was conducting a patrol in area of Elmwood and First avenues when he observed a vehicle with “heavy tint on the back windows.”

“With the front window down, I was able to clearly see the operator of this vehicle,” Martin reports. A records check revealed the vehicle’s registered owner was wanted on an active bench warrant issued from Superior Court, and the officer reports that he was able to positively identify the operator as the owner based on a driver’s license photo in police records.

Martin initiated a stop near Elmwood and Sixth avenues and made contact with the operator, who was taken into custody on the warrant.

Terrence L. Sylvia, 56, 100 Broad St., Apt. 728, Providence, was transported to Warwick Police headquarters for processing and later taken to the Adult Correctional Institutions.
