Warwick Police Log 06/17/21

DUI

Shortly after 11 p.m. on June 5, officers Tyler Stone and Thomas Paine responded to the area of the Speedway on Post Road for a report of a potentially impaired operator who had been stopped by another officer.

At the scene, the reporting officer told Stone and Paine the operator of the vehicle – described as a 2007 Ford Explorer – had committed laned roadway violations. Once stopped, the operator slurred his speech and the officer detected the odor of alcohol.

Stone made contact with the operator, who is said to have acknowledged consuming alcohol earlier that night. The officer reports the man’s “eyes were bloodshot and glossy, his speech was slurred and his breath smelled like an alcoholic beverage.”

At that point, the operator is said to have agreed to undergo field sobriety testing, which he reportedly failed.

Julio Aguilar Reyes, 42, 51 Ottawa St., Apt. 1, West Warwick, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Aguilar Reyes was additionally found not to have a driver’s license and to be wanted on an active arrest warrant issued from West Warwick Police. He was issued a summons to appear in Third Division District Court on charges of driving under the influence and driving without a license, cited for laned roadway violations and refusal to submit to a chemical test, and transported to West Warwick Police headquarters.

DRUG CHARGES

Just after 7:30 p.m. on June 5, Officer David Boardman was conducting a routine patrol on Jefferson Boulevard when he observed a vehicle, described as a Ford Fusion, “quickly exit” a gas station parking lot and “speed across both lanes of travel, cutting off a vehicle.”

“The passenger in the vehicle was not wearing a seatbelt and the plates on the vehicle did not match the vehicle it was displayed on,” the officer adds. The plates were associated with a Mazda.

Boardman attempted to initiate a stop, but the vehicle “continued driving erratically through the parking lot of Motel 6.”

“I could see the passenger looking backward at me frantically, moving around, almost standing up in his seat multiple times, and reaching around towards the floorboard and both sides of his seat,” the officer reports. “The vehicle finally pulled over for me in the back of the parking lot, at the rear building.”

Boardman made contact with the vehicle’s male passenger and female operator. The passenger, he reports, was “extremely nervous … sweating profusely and could not sit still in his seat.” Additionally, the officer reports, “he had a white powdery/chalky substance in his mouth and all in his teeth as he was speaking to me.”

The operator and passenger are said to have acknowledged being in possession of marijuana. A records check found the operator’s license was suspended and that the vehicle was not actively registered.

Boardman reports he then observed “multiple twist off baggies and empty cellophane baggies with a white powdery residue on the bag,” all in “plain view” in the vehicle. An additional search found separately packaged quantities of alprazolam, according to the officer.

The operator, identified as Kendall A. Garrahy, 24, 29 Peckham Ave., Wakefield, was arrest on a charge of possession of a controlled substance and transported to Warwick Police headquarters for processing. She was additionally cited for driving with a suspended license and possession of marijuana, one ounce or less.

Gabriel Austin, 22, 14 Old Hopkinton Road, Westerly, was arrested on a charge of possession of a controlled substance and transported to Warwick Police headquarters for processing.

DISORDERLY CONDUCT

Shortly after 1 a.m. on June 5, Officer Keara Enos responded to All Stars Bar & Grille on Airport Road for a report of a fight involving patrons and a security guard.

At the scene, an employee of the establishment pointed Enos in the direction of a man seated in a vehicle in the parking lot. The employee identified the man as having been involved in the altercation.

Enos made contact with the man and ordered him to exit the vehicle. Witnesses told officers the man had harassed and asked “inappropriate questions” of other patrons before being asked to leave by security. At that point, the man is alleged to have taken a swing at a security guard, and a fight ensued in the parking lot.

Joseph F. Laforge, 35, 52 Oakland Ave., Cranston, was arrested on a charge of disorderly conduct and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court.

LARCENY

Just after 10 a.m. on June 1, Officer Evan Johnson responded to Sullivan Tire at 1199 Jefferson Boulevard for a report of a stolen catalytic converter.

At the scene, the reporting party told Johnson she had dropped off her 2013 Hyundai Tucson at around 2 p.m. on May 31. The next morning, the business contacted her to notify her about the damage to her vehicle.

No security camera footage was available. The matter was documented and forwarded to detectives.

SUSPENDED LICENSE

Shortly before 9:30 a.m. on June 2, Officer Evan Johnson was traveling north in the area of 2100 Post Road when he observed a 2004 Pontiac Vibe operating ahead of him. The vehicle had no driver’s side rear view mirror, the officer reports, and a check of its registration found its plates were associated with a 2006 Ford.

Johnson initiated a stop and made contact with the vehicle’s operator, who was found to have a suspended license, multiple prior convictions for driving with a suspended license, and two open cases on the same charge.

Donald T. Kirwin Jr.,47, 1342 Main St., Apt. 2, West Warwick, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for rear view mirror required.

At approximately 1:15 a.m., Officer Rahja Laster was conducting a patrol on Main Avenue when he observed a westbound 2013 Honda Accord with only one working headlight.

Laster initiated a stop a made contact with the vehicle’s operator, who is said to have told the officer his license was suspended. A subsequent records check confirmed that status and additionally showed the operator had two previous convictions for driving with a suspended license.

Tyrone Clarke Collins, 25, 64 Wilson St., Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for possession of marijuana, one ounce or less, and for the inoperable headlight.

WARRANTS

Shortly after 1 a.m. on June 7, Officer Keara Enos was conducting a patrol on Post Road in the area of Tennessee Avenue when her “attention was drawn” to a 2007 Honda Accord traveling approximately 5 mph below the speed limit.

A records check found the vehicle’s registration had expired in August 2020, while its registered owner had a suspended license. At that point, Enos activated her vehicle’s overhead lights to make a stop, and the Accord pulled into one of the gas pumps at the nearby Cumberland Farms.

Enos made contact with the operator’s four occupants – a female operator, a female passenger, and two male passengers. The operator was confirmed as the vehicle’s registered owner, with a suspended license.

Additionally, one of the male passengers was found through a records check to be wanted on three active arrest warrants, one each from South Kingstown, East Providence and Cranston Police.

Nicholas Noka, 1325 Elmwood Ave., Apt. 2, Cranston, was taken into custody on the warrants and transported to Warwick Police headquarters for processing. He was later transported to Cranston Police headquarters and transferred into the custody of that agency.
