DUI

Just before 11:30 p.m. on Sept. 28, Officer Keara Enos responded to the intersection of East Avenue and Bald Hill Road for a report of a motor vehicle accident with injuries.

At the scene, Enos found Warwick Fire personnel assisting people who had been involved in the crash. Two vehicles were involved, a 2008 Nissan Sentra and a 2000 Ford Ranger.

The operator of the Nissan, who was later transported to Kent Hospital, told Enos the Ford had struck his vehicle from behind while he was stopped at a red light.

Enos then spoke with the operator of the Ford, who was putting on a pair of shoes at the time. The man was reportedly unable to tell the officer why he had not been wearing shoes previously. He also claimed the accident had occurred because his vehicle’s brakes failed.

Enos reports that as she spoke with the operator of the Ford, “I detected the odor of alcoholic beverage emanating from his breath. “

“I also observed his eyes to be bloodshot and glossy, and noted that he was having difficulty staying on-topic during my conversation with him,” she adds.

The man is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly partially failed. The operator was then asked to submit to a preliminary breath test, which he reportedly refused.

At that point, Enos arrested Luis Rossi, 41½ Gough Ave., Apt. 1, West Warwick, for suspicion of driving under the influence. He was transported to Warwick Police headquarters for processing, during which he is said to have refused a chemical breath test.

Rossi was held pending a morning court appearance. He was charged with driving under the influence and cited for refusal to submit to a chemical test and failure to maintain control of a motor vehicle.

Just after 9:30 p.m. on Sept. 30, officers Richard Odell and Kyle Fitzsimmons were conducting an impaired driving enforcement detail on Narragansett Parkway when they observed a motorcycle operating at a high rate of speed.

The motorcycle crossed the center line and “drove well into the opposite lane of travel before getting back into the proper lane of travel,” Odell reports.

The officers initiated a stop and made contact with the operator of the motorcycle, who is said to have had “moderately bloodshot” eyes and a “moderator odor of alcoholic beverage” on his breath.

The operator is said to have denied consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly partially failed. Odell reports the operator then agreed to a preliminary breath test, which reportedly found his blood alcohol content to be just above the legal limit.

William D. Caswell, 57, 245 Putnam Pike, Harmony, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have agreed to submit to chemical breath testing, which Odell reports also found his BAC to be above the legal limit.

Caswell was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. He was also cited for a laned roadway violation and leaving the lane of travel.

DRUG CHARGES

At approximately 8:44 p.m. on Sept. 27, Officer Kyle Fitzsimmons responded to the Radisson Hotel at 2018 Post Road for a report of a lost or stolen cell phone.

At the scene, the reporting party told Fitzsimmons he had lost his iPhone in a hallway at the hotel. Using the “Find My” app on another device, he is said to have traced the phone to a specific wing of the hotel where only one room was occupied.

The reporting party told Fitzsimmons that he and a member of the hotel’s staff “made contact with the occupant of that room, who acted suspiciously did allow them to look in the room.”

“That male then left the hotel shortly after they checked and returned to the lobby a short time later,” the officer’s report reads. “They state that he was again acting strange in the lobby as he stared at a wall eating from a carton of ice cream. He was holding a spoon but not using it to eat … He wanted to know if they had found the phone or not and then went back upstairs.”

Fitzsimmons requested that another officer respond to the hotel. Once Officer Jordan Guyton arrived, they went to the room in question and made contact with its occupant.

“He was very lethargic and was speaking slowly,” the officer’s report reads. “We asked if we could check his room for the lost cell phone and he stated that we could but asked us to wait just a moment. He went into the room and around the corner to the side of the bed. He then came back into view with his right side turned away from us, as he stuffed something into his pocket.”

At that point, Fitzsimmons reports, the officers “made entry because of his suspicious and furtive behavior.” The man was detained, and the item he had been stuffing into his pocket was found to be a bottle of pills. Those pills – 68 in all – were identified as alprazolam and sent for laboratory confirmation.

Patrick Doyle, 36, Swansea, Massachusetts, was arrested on a charge of possession of a controlled substance and transported to Warwick Police headquarters for processing. He was held pending an appearance in Third Division District Court.

The reporting party’s missing iPhone was not located.

At approximately 8:30 p.m. on Oct. 1, officers Gian Micheletti and Keara Enos responded to the Walmart at 650 Bald Hill Road for a report of a shoplifting incident in progress. Dispatch advised the male suspect was “concealing items from the electronics department and wrapping them in his clothing,” Micheletti reports.

At the scene, police found a loss prevention officer was observing the suspect via security cameras. Micheletti watched the video, which showed the suspect “concealing items in his shopping cart, under other clothing items.” The suspect continued that activity for “several minutes” before he stopped to place the concealed items in a pink suitcase.

“After filling up the suitcase, he zipped it up, and began to walk towards the front of the store wheeling the suitcase,” Micheletti reports. The suspect then exited the store without making any attempt to pay for the concealed items, at which point he was met by police and taken into custody.

Micheletti reports that Enos, during a search of the shopping cart and a backpack left behind by the suspect, located a “powdery and rock substance.” The “rock” substance, in the amount of roughly 2.3 grams, later tested positive for cocaine, according to police, while test results from the powdery substance, which measured approximately 1.8 grams, were inconclusive.

Jose D. Lamoso Godoy, 40, 224 Adelaide St., Providence, was arrested on charges of shoplifting greater than $100, second offense, and possession of a controlled substance. He was transported to police headquarters for processing and held pending arraignment.

SUSPENDED LICENSE

At approximately 5:30 p.m. on Sept. 25, Officer Ben Bratko was conducting a routine patrol on Warwick Avenue when he observed a 2004 Jeep traveling about 45 mph in a 35 mph zone. A records check then revealed the vehicle was bearing a canceled license plate and it was unregistered.

Bratko initiated a motor vehicle stop and made contact with the operator, who was found to have a suspended license and two prior convictions for driving with a suspended license.

Wilmer Colon, 34, 20 Rangeley Ave., Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was also cited for operating an unregistered vehicle.

At approximately 12 a.m. on Sept. 27, Officer Keara Enos was conducting a routine patrol in the area of Main Avenue and West Shore Road when she observed a vehicle with a defective muffler or exhaust system. The damage, she said, was “evident from the excessive and unusual noise the vehicle was producing.”

Enos reports that a records check revealed the registration plate on the vehicle was both suspended and associated with a different vehicle. At that point, she initiated a stop and made contact with the operator, who was found through a records check to have a suspended license and at least two prior convictions for driving with a suspended license.

Andrew James Sanville, 31, 56 Powhatan St., Warwick, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was also cited for operating a vehicle with suspended registration.

Shortly before 3 a.m. on Sept. 27, Officer Keara Enos was conducting a routine patrol on Airport Road when she observed a 2006 Acura MDX traveling at a “high rate of speed.”

Enos clocked the vehicle at between 50 and 55 mph in a 35 mph zone. At that point, she initiated a stop and made contact with the operator, who was found through a records check to be wanted on an active arrest warrant issued from Rhode Island State Police. Additionally, the operator had a suspended license and at least two prior convictions for driving with a suspended license.

Jeremy R. Collazo, 28, 16 Charles St., Warwick, was taken into custody on the warrant and additionally charged with driving with a suspended license, third or subsequent offense. He was transported to Warwick Police headquarters for processing and later transferred into the custody of State Police. He was also cited for speeding, display of plates and operating an unregistered vehicle.
