DUI

At 5:07 p.m., Sept. 18, Warwick Police Officer Michael C. Bailey was on routine patrol on Post Road when he observed a grey Toyota Scion traveling north allegedly at a high rate of speed.

“I attempted to catch up to the vehicle,” Bailey wrote in the arrest report. “I observed the vehicle enter the Route 37 on-ramp, westbound. The vehicle while on the ramp was following too close to the vehicle in front. I then observed the vehicle make an abrupt lane change without using his turn signal.”

Bailey attempted to initiate a traffic stop, but the vehicle allegedly did not stop, but slowed down and continued driving on Route 37, getting off at Exit 3 and pulling into a Shell Gas Station, at 1207 Pontiac Ave., Cranston.

Bailey approached the vehicle and wrote in the report that he saw the driver “going through a backpack on the front passenger’s seat,” according to the arrest report. The driver was immediately “removed … from the vehicle” and cuffed, “due to him not stopping.”

The driver was identified as Michael R. Lynch, 37, of 15 Holiday Drive, Lincoln.

“While speaking with Lynch I could detect the odor of an alcoholic beverage emanating from his breath, I also observed Michael to have bloodshot, watery eyes,” Bailey wrote. “I asked Lynch why he didn’t stop, he stated that he was looking for a safe area to pull over due to the construction on Route 37. I advised him he could have pulled over roughly 100 yards prior (to) the construction zone.”

Bailey wrote that Lynch was “speaking in a slurred speech manner.” When asked if he had been drinking, Lynch allegedly said, “it’s 5 o’clock in the afternoon of course I haven’t been drinking.”

Lynch consented to a series of standardized field sobriety tests. After the tests, Lynch was “arrested for the suspicion of DUI,” Bailey wrote. Police cuffed him and put him in the back of a cruiser.

Police said they searched Lynch’s backpack and found “multiple empty nip” bottles. Lynch allegedly refused to take a chemical breath test. He was charged with DUI-Liquor (BAC unknown), Refusal to Submit to a Chemical Test (second offense), Driving on a Suspended License (third offense; a misdemeanor), and received traffic citations for Speeding, Following Too Close and Turn Signal Required. He was booked, processed and held for court on Sept. 19.


DUI

At 4:57 p.m., Sept. 21, Warwick Police were dispatched to the Oakland Beach sea wall at 898 Oakland Beach Ave. to check on the condition of a man.

Upon arrival, the caller told police that he saw a man hiding in the buses earlier “drinking beers.”

He told police the man approached him, and later exited the woods with a beer. The caller told police the man drove off in a silver car.

Warwick Police Officer Nicholas P. DeLuca got into his cruiser and spotted the vehicle as it turned right out of the sea wall onto Stender Boulevard with no turn signal. Police identified the driver as Yonny A. Salcedo Rodriguez, 44, of Cranston.

“I immediately observed (the driver) to have slow movements, as he tried finding his license and registration,” DeLuca wrote in the arrest report. “I observed that his hands were shaking. While speaking with him, I observed his eyes to be severely bloodshot and watery. He spoke in a slurred speech. I detected the odor of an alcoholic beverage emanating from upon his breath.”

He consented to a series of standardized field sobriety tests. After the tests, he was arrested and charged with DUI of Liquor (BAC unknown, first offense), Refusal to Submit to Chemical Test (first offense), Turn Signal Required, Presence of an Alcoholic Beverage Operating Riding in a Motor Vehicle.

“It should be noted that Slcedo Rodriguez’s attitude was extremely polite and respectful throughout the entire interaction,” DeLuca wrote. “He had a humorous attitude and stated several times that I was ‘doing the right thing” by arresting him.”


WARRANT ARREST

At 8:34 p.m. on Oct. 9, Cranston Police arrested Donald Graham Jr., 34, of 12 Atkins St., Warwick, on charges of two Superior Court Bench Warrants and two Third District Court Bench Warrants as the result of a disturbance call at 62 Beacon St. Graham was transported to the ACI.


WARWICK DRIVER ARRESTED AFTER RESERVOIR AVENUE CRASH

On Sept. 15 at approximately 6:15 p.m., Cranston Police responded to a multi-vehicle crash on Reservoir Avenue near Woodridge Road. The Cranston Police Patrol Division and Traffic Unit members responded to the scene to investigate. Multiple witnesses stated that a 2021 Grand Cherokee was traveling north on Reservoir Avenue at a high rate of speed, weaving lane to lane, before going through a red light at the intersection of Woodridge Road.

The operator of the vehicle was identified as Thomas E. Krawczyk, 58, of 305 Greenwich Ave., Warwick.

After running the red light, Krawcyk struck a 2022 Dodge Ram pickup broadside traveling through a green light on Woodridge road, crossing Reservoir Avenue. The impact caused the pickup to spin counterclockwise, strike the concrete median, become airborne and come to rest on top of a 2017 Hyundai Elantra stopped at the red light on Reservoir Avenue. The bed of the pickup was also dislodged as a result of the high-speed collision. Debris caused by the crash struck a fourth vehicle traveling south on Reservoir. Four individuals, including Krawczyk were injured due to the collision and were transported to local hospitals by the Cranston Fire Department.

An investigator from the Traffic Unit obtained a court-authorized search warrant to download the data from Krawczyk’s vehicle airbag control module/event recorded. This search revealed Krawczyk was traveling 83 mph less than a second before impact. The speed limit on this section of Reservoir Avenue is 35 mph. An arrest warrant was obtained for Krawczyk, charging him with Driving to Endanger-Resulting in Personal Injury.

On Oct. 4, Krawczyk turned himself in at the Third District Court in Warwick where he was arraigned and released on $5,000 personal recognizance. His court date is scheduled for Dec. 12, 2022. Krawczyk was also cited for the following motor vehicle violations: Obedience to Traffic Control Devices, No Seat Belt and Speeding.


UPDATE ON CRANSTON GIRL STRUCK BY WHEEL

Members of the Traffic Unit also concluded an investigation of a motor vehicle crash on Dyer Avenue that occurred on Sept. 27, 2022, at approximately 3:30 p.m. near Oxford Street. A vehicle, described as a 2003 Honda frontier pickup, driven by a 43-year-old male from Cranston, was traveling south on Dyer Avenue when the front driver’s side became detached. The tire rolled in a southerly direction, crossing the road and striking a 13-year-old girl walking north on the sidewalk adjacent to Dyer Avenue and crossing Oxford Street. The force knocked the girl backward, resulting in serious injuries. She was transported to Hasbro Children’s Hospital, where she was in the Intensive Care Unit. Her condition has improved and she has since been transferred out of the ICU.

Investigators noted that the lug nuts to the vehicle had come off and were found at the scene. It was learned that the driver had purchased the pickup from a private party earlier in the day and was returning to Cranston when the incident occurred. It appears the pickup had been stationary for some time and that the tire had recently been removed to perform a repair to a brake line. It is believed the lug nuts may have not been properly tightened when the tire was reinstalled.

Based on the investigation, the operator of the pickup was cited for the following motor vehicle violations: Driving with an Expired License, Vehicles Without Required Equipment or Unsafe Condition, Operating a Motor Vehicle Without Evidence of Insurance (second offense), Improper Use/Evidence of Registration.
