RISP announce arrests as a result of ‘Operation Charlie Horse’ — huge drug cache seized

On Tuesday, Col. James M. Manni, Superintendent of the Rhode Island State Police and Director of the Department of Public Safety, announced arrests as a result of an investigation dubbed “Operation Charlie Horse” conducted by members of the RISP Intelligence Unit and the ACI-Special Investigations Unit.

During the investigation, 12 court-authorized warrants were executed for searches on vehicles, residences, electronic devices, and the Outlaw Motorcycle Clubhouse, located at 19 Fabien St., Woonsocket, according to the press release.

The following items were seized: one pound of methamphetamine, 52 sheets of LSD, 16 vials of steroids, 118 grams of cocaine, 78 grams of crack cocaine, 12 grams Fentanyl, body armor and approximately $4,000 cash, according to the press release.

The following individuals were arrested and charged in connection to “Operation Charlie Horse”:

Allen Stilkey, age 50, of 50 Slade St., Pawtucket, “a known full patch member of the Outlaws Motorcycle Club,” has been charged with: (2) Counts of Possession With the Intent to Deliver a Schedule I Controlled Substance – Cocaine; Possession With the Intent to Deliver a Schedule I Controlled Substance – Methamphetamine; Possession of a Schedule I-IV Controlled Substance - Adderall; (2) Counts of Possession of a Schedule I Controlled Substance 1 ounce to 1 kilo - Cocaine; Possession of a Schedule I Controlled Substance 1 ounce to 1 kilo-Methamphetamine; Possession with Intent to Deliver Schedule III Controlled Substance-Anabolic Steroids; and Affidavit/Arrest Warrant-Conspiracy to Violate the Controlled Substance Act.

Kurt Charbatji, age 47, with a last known address of 763 High St., Central Falls, “a known full patch member of the Outlaws Motorcycle Club,” has been charged with: Possession of a Schedule I to V (LSD); Possession of Body Armor; Intimidation of a Witness; Obstructing the Judicial System; and Conspiracy to Violate the Controlled Substance Act.

Carlos Garcia, age 51, of 235 Wood Ave., 2nd floor, Woonsocket, “who is not a known member of the Outlaws Motorcycle Club,” has been charged with: Possession With the Intent to Deliver a Schedule I Controlled Substance 1 Ounce to 1 Kilogram – Cocaine; Possession With the Intent to Deliver a Schedule I Controlled Substance – Fentanyl; Affidavit/Arrest Warrant – Domestic Violence Prevention-Violation of a No Contact Order; and Conspiracy to Violate the Controlled Substance Act.
