The Council Round-up is a digest of licenses, appointments and other proceedings from the Johnston Town Council’s Aug. 14 meeting.

ORDINANCES

The Town Council voted unanimously, 5-0, to approve an ordinance authorizing the issuance of general obligation bonds in an amount necessary to refund all of or a portion of the town’s $4.43 million general obligation funds. The ordinance will head to a public hearing on Sept. 9.

The council voted unanimously to approve an ordinance creating a section of the town of Johnston code of ordinances pertaining to the restoration and maintenance of streets and sidewalks. The ordinance will head to a public hearing on Sept. 9.

LICENSES

The council voted unanimously to remove from the agenda a business operating license discussion for The Tree King, located at 60 Venice Ave. Representatives from the business have failed to appear for several consecutive meetings. Mayor Joseph Polisena requested that Johnston Police visit the business to ensure it is not operating without a license.

The council voted unanimously to approve a transfer for Red Ginger Restaurant, located at 560 Killingly St. The council would later approve a class BV full liquor license transfer for the same establishment.

The council voted unanimously to approve a business operating license for Reverb Performing Arts Center, located at 39 Putnam Pike in units 5 and 6.

The council voted unanimously to approve a catering license for Gourmet Bae Catering, located at 2842 B Hartford Ave.

The council voted unanimously to approve a business operating license change of location for Bread Boss, located at 269 Greenville Ave.

The council voted unanimously to approve a business operating license for Johnston Child Care Center, located at 87 Putnam Pike.

The council voted unanimously to approve a business operating license for Let It Grow, located at 239 Putnam Pike.

The council voted unanimously to approve a hair salon license for Morgan Taylor, located at 64 Putnam Pike.

The council voted unanimously to approve a business operating license, phone calls only, for EZ Transactions, located at 11 Starr St.

The council voted unanimously to approve a business operating license for Organic Grow Hut, located at 250 Putnam Ave.

The council voted unanimously to approve a restaurant license for Bella Pizza, located at 1501 Hartford Ave.

The council voted unanimously to approve a catering license for Bar 101, located at 1478 Atwood Ave.

The council voted unanimously to renew all of the 2019-20 bingo licenses.

The council voted unanimously to approve a Class F special license for the annual festival at Our Lady of Grace Church, located at 4 Lafayette St., from Sept. 5 to 8.

RESOLUTIONS AND PETITIONS

The council voted unanimously to approve a resolution awarding a bid and authorizing Polisena to enter into a purchasing agreement for a cantilever gate for the Johnston Police Department.

The council voted unanimously to approve a resolution amending the homestead exemption, changes that will be covered in a Sun Rise article next week.

The council voted unanimously to approve a relocation awarding a big and authorizing Polisena to enter into a purchasing agreement for an ultra-high pressure foam skid unit for the Johnston Fire Department.

The council voted unanimously to accept a petition submitted by National Grid and Verizon for the installation of a jointly owned pole on Sherwood Place.

The council voted unanimously to refer to the Planning Board for an advisory opinion a requested zone map change at 297 Scituate Ave., to go from a B-2 to an industrial zone.

The council voted unanimously to refer to the Planning Board for an advisory opinion a requested zone map change on Morgan Avenue to go from R-15 to a continuing care retirement community zone.

The council voted unanimously to accept a petition submitted by Nikhol Bently for the insulation of a speed hump on Green Valley Drive and referred the matter to the Police, Fire and Public Works departments.

PUBLIC HEARING

The council voted unanimously to continue an ordinance for the abandonment of the portion of Garner Avenue located behind assessor’s plat 37, lot 24, submitted by Richard Zamborano Jr., also abutting assessor’s plat 37, lot 14, until the Sept. 9 meeting.

The council voted unanimously to approve an ordinance amending Exhibit A to chapter 279 of the Johnston code of ordinances entitled, “sewers.” The ordinances proposed amendments to the town’s sewer chapter, and the changes will be explored in a Sun Rise story later this month.

SHOW CAUSE HEARINGS

The council voted unanimously to continue the show cause hearing for Underground Billiards, located at 928 Plainfield St., until the Sept. 9 meeting.

The council voted unanimously to continue the show cause hearing for Town Hall Lanes, located at 1463 Atwood Ave., until the Sept. 9 meeting.

The council voted unanimously to continue the show cause hearing for Classic Express Ice Cream Cafe on Atwood Avenue until a special meeting this coming Wednesday, Aug. 21, at 6 p.m.
