The Police Log is a digest of reports provided by the Johnston Police, Rhode Island State Police and other departments.

DISORDERLY CONDUCT

On December 13 at approximately 10:10 p.m., Officer Christopher Rotella was dispatched to a George Waterman Road residence for a report of a subject throwing articled off a porch and onto a parking lot. Dispatch also informed the officer that the subject was attempting to climb down the building using a rope.

At the scene, the officer reported that he observed patio furniture as well as broken planters and glass on the ground. He also observed the subject, later identified as Thomas Boehm, 35, of 260 George Waterman Road Apt. 302 in Johnston, pulling up what appeared to be a rope ladder back up onto his balcony and into his apartment.

Several neighbors in the complex exited their apartments due to the commotion and the officer was allowed into the building. As he reached Boehm’s apartment, the door was open and the officer found the suspect standing in the living room.

Officer Rotella asked Boehm to explain what he was doing, and he allegedly stated “I’m having issues with the building owner, it’s a long story.” Boehm then explained that he was being fined by the complex association and that they were in the process of evicting him. He confirmed that he threw several objects from the balcony out of frustration, which caused the other tenants to contact the police.

Boehm went on to explain that he wanted to see if the safety rope ladder foe a fire emergency was working properly which was why he was hanging and swinging from the third floor balcony. At that point, Boehm was placed under arrest and was transported to police headquarters where he was processed and charged with one count of disorderly contact and given a court summons.
