CHILD ASSAULTED

The Johnston Police Department has made a subsequent arrest in a reported child molestation that occurred on November 11, 2018.

According to a JPD press release, on November 26, 2018, Detectives from the Johnston Police Department arrested Anthony Paul Cerbo 40 years of age, and charged him with first-degree child molestation, a felony under Rhode Island General Law. Through the course of their original investigation, using investigative techniques and working with the victim they were able to identify a second suspect.

After securing a court authorized arrest warrant, Johnston Police Detectives responded to 756 Quaker Lane, Apt. 2 in Warwick and arrested Matthew C. Heuser. Heuser, 37, is being charged with second degree child molestation and conspiracy to commit first degree child molestation, all felony charges under Rhode Island General Law.

Heuser was arraigned at Kent County Courthouse and given a PAC date of February 28, 2018.

DRIVING UNDER THE INFLUENCE

On November 30 at approximately 5:41 p.m., Officer Nicholas Manocchio responded to the Route 295 south exit ramp onto Hartford Avenue to assist Officer Christopher Rotella with a motor vehicle accident.

At the scene the officer reported that he spoke with the operator of one of the vehicles, identified as Ross Vance, 34, of 30 Senexet Road in Woodstock, Conn. Vance was asked what had transpired, but he stated that he was unsure. While speaking with Vance the officer observed signs of intoxication and detected a strong smell of alcohol emanating from Vance.

Vance stated that he had not consumed any alcohol, and agreed to partake in a series of standardized sobriety tests. Based upon his performance during the tests, along with the officer’s training and experience, it was determined that Vance was unfit to operate a motor vehicle safely. He was then placed under arrest for suspicion of operation a motor vehicle while under the influence. He was subsequently transported to police headquarters for processing.

At the station, he refused to submit to a chemical breathalyzer test. Vance was also found to be on probation stemming from a Rhode Island State Police narcotics arrest. He was charged with driving under the influence, first offense, refusal to submit to a chemical test, and obedience to traffic devices.

PORCH PIRATES

The Johnston Police Department is investigating a larceny of a UPS package from the front porch of a Custer Avenue resident.

According to a press release from the JPD, the victim reported to police having video surveillance of the larceny and the suspect stealing their package on Tuesday, November 27, at 3:30 pm. The suspect is depicted on video surveillance fleeing the area in a black Dodge Caravan with unknown RI registration plates. Distinctive about the suspect vehicle is that the driver’s side brake and tail lamps are not functioning and the vehicle is missing the front driver’s hubcap. The suspect can be described as a dark skinned female, wearing a brown jacket and green pants with long braided black hair tied in a bun.

SUSPENDED LICENSE

On November 30 at approximately 9:30 a.m., Officer Jared DeAngelis observed a grey Volvo traveling south on Killingly Street with a passenger not wearing a seatbelt. A traffic stop was then conducted in the area of 526 Killingly Street.

Officer Michael Schiappa arrived on scene to assist with the car stop, and made contact with the driver of the vehicle, identified as Stephanie Poulin, 30, of 84 Keystone Drive in Warwick.

Background checks revealed that Poulin has a suspended driver’s license with three previous operating with a suspended license offenses and convictions. She was also found to have an active Third District Court bench warrant for failure to appear for a previous operating on a suspended license charge.

Poulin was placed under arrest without incident for operating on a suspended license as well as for the warrant. Her vehicle was towed from the scene, and she was transported to police headquarters, processed, and placed in a holding cell prior to being transported to the Third District Court.
