DISORDERLY CONDUCT

Patrolman Kevin Brady and several other officers responded to the area of Manuel Avenue on the evening of Sept. 13 in response to a report of a disturbance between two men.

Brady said that upon arrival, they observed an unnamed party and another man, later identified as Armand Lucchetti, 41, 4 Whipple Ave., Cranston, arguing in front of a residence. The two were separated and spoken to individually. Brady said Lucchetti became confrontational with officers on scene, asking why they were interrupting his “good time.”

While trying to sort out the incident, Brady said Lucchetti continued to yell and scream so that officers could not obtain the unnamed party’s account of the incident. The neighbors came outside to see the disturbance.

Brady said after attempts to quiet Lucchetti down and asking him to cooperate, Lucchetti responded with an expletive. He then allegedly clenched his fists and took a fighting stance, at which time he raised his right hand and motioned it toward Brady in an attempt to shove him. Brady said he deflected his hand and brought him to the ground and placed him in hand restraints with help from Patrolman Michael A. Schiappa.

Lucchetti was charged with disorderly conduct and transported to headquarters. Brady said Lucchetti was later released with a Third Division District Court summons and transported to Our Lady of Fatima Hospital for detox.

WARRANT

Patrolman Kevin W. Lyons responded to the report of a driver wanted on an active Providence Police Department arrest warrant parked outside of a residence where surveillance was being conducted on the afternoon of Sept. 13.

Lyons was advised shortly after that the vehicle was traveling south on Killingly Street with Zachary Peso, 33, 39 Marion Ave., Cranston, behind the wheel. Lyons later detained the vehicle and checks revealed Peso was wanted on the Providence warrant stemming from a simple assault case. Peso was taken into custody without incident and transported to headquarters for processing.

Patrolman Matthew Winsor wrote on the afternoon of Sept. 21 that it was revealed through DMV checks that Carissa Farland, 37, 8 David Drive, Johnston, has a suspended driver’s license.

A further check showed an active Superior Court full bench warrant for failure to appear stemming from two different Providence Police charges.

Farland was taken into custody on the warrant and charged with driving with a suspended license, third or subsequent offense. She was issued a Third Division District Court date of Sept. 30.

SHOPLIFTING

Patrolmen Louis Cotoia and Kevin Brady responded to Rhode Island State Police barracks in Hope Valley to obtain custody of Kirstin Phelps, 33, 11 Steuben St., Providence, on the evening of Sept. 12.

Phelps was wanted on a charge of felony habitual shoplifting, Cotoia said, stemming from an incident that occurred in June 2018. Patrolmen Nicholas Manocchio and Michael A. Martufi Jr. were dispatched to Stop and Shop at 11 Commerce Way for a shoplifting complaint the afternoon of June 4.

The loss prevention manager had notified communication personnel that a woman had taken a shopping cart filled with diapers and rolled past all points of sale and into the parking lot without attempting to pay for the items. The party followed the suspect outside into the parking lot, where she confronted her, but the suspect left the carriage and fled on foot.

Additional units searched for the suspect, while Manocchio and Martufi spoke with the unnamed party and watched surveillance video. Martufi said they observed the woman fill her cart with $74 worth of merchandise. The party said that store has experienced an increase of diaper theft recently, so she was monitoring the camera at the time of the incident.

Phelps was arraigned and released on $3,000 personal recognizance until a pre-arraignment conference set for Dec. 13.
