The Police Log is a digest of reports provided by the Johnston Police, Rhode Island State Police and other departments.

MULTIPLE CHARGES

Detective John D. DeAngelis was in the area of 350 Greenville Ave. on the afternoon of July 2 when he saw two motorcycles traveling in front of the vehicle ahead of him.

DeAngelis said he witnessed one of the motorcycles accelerate quickly, traveling well above the posted 25 mph speed limit. He noticed that the motorcyclist was wearing a white T-shirt and did not have a helmet.

The motorcyclist in the white T-shirt performed a wheelie maneuver, and while his front wheel was still raised he stood up straight onto the bike seat while continuing to ride that way for about 100 feet. DeAngelis conducted a traffic stop at the intersection of Greenville Avenue and Belvedere Street.

The second motorcycle rider was operating a small scooter-type bike that did have any registration plates affixed to it. DeAngelis provided dispatch with the registration information for the motorcycle operated by the man in the white T-shirt — later identified as Raul Luis Luciano, 28, 7 Belvedere St., Johnston. Dispatch informed DeAngelis that the registration came back as a stolen 2015 yellow Honda motorcycle. The gray motorcycle displayed markings and decals for a Suzuki motorcycle, DeAngelis said.

Officers arrived on scene to assist, and neither of the two motorcyclists could produce identification. The operator of the red scooter was later identified at Luis Angel Valentin, 35, 80 Mercy St., Providence. An inquiry through the Department of Motor Vehicles showed that neither Luciano nor Valentin possessed driver’s licenses. A further check showed Luciano had an active arrest warrant entered by the Rhode Island State Police for distribution of a controlled substance.

A later check showed, according to DeAngelis, that the vehicle identification number was associated with a 2003 Kawasaki motorcycle. The scooter with Valentin was operating, moreover, displayed markings and decals for a Yamati motor scooter, but a VIN check showed the number to be associated with a 2005 Qianjiang brand motorcycle.

DeAngelis located a state of Connecticut DMV bill of sale for the same 2003 Kawasaki motorcycle, but Luciano’s name was nowhere to be found.

Valentin was charged with misdemeanor driving without a license, felony alteration of a vehicle identification number and felony possession of motor vehicle or part thereof with an altered VIN number.

Luciano was charged with misdemeanor reckless driving, misdemeanor warrant of arrest on affidavit, felony alteration of a vehicle identification number, felony possession of motor vehicle or part thereof with altered VIN number, felony receiving stolen goods and felony driving with an invalid license, subsequent offense.

DUTY TO STOP

Patrolman Remy Mendez was present when Robert James Rose, 24, 1285 Hartford Ave., Johnston, responded to Johnston Police headquarters on July 5.

Mendez said that Rose admitted to being the operator of a vehicle involved in a previous incident, but refused to complete a handwritten witness statement. Rose was charged with duty to stop for an accident resulting in damage to attended vehicle.

Rose was released with a Third Division District Court summons set for July 15. Mendez noted that he observed moderate damage to the passenger side of the front end of the suspect vehicle.

EXPIRED LICENSE

Jose J. Campos, 31, 74 Berkley St., Providence, charged July 2 with driving with an expired license, third or subsequent offense. Campos was released on a Third Division District Court summons to appear July 8.
