The Police Log is a digest of reports provided by the Johnston Police, Rhode Island State Police and other departments.

RECEIVING STOLEN GOODS

Johnston Police Patrolman Matthew V. Leveillee reported that he observed a black car driving without an inspection sticker or front registration plate and dark window tint on 1025 Plainfield St. on Feb. 15.

Leveillee conducted a traffic stop near Plainfield Street and River Avenue, where he determined the registration matched a listing for two stolen plates out of the Cranston Police Department. The operator of the vehicle was identified as Mikail Matthews, 25, 989 Atwood Ave., Johnston. Checks also determined that Matthews has a suspended driver’s license.

Leveillee said the vehicle was not actively registered and last belonged to a car registered to a man in Rosindale, Mass. Matthews was charged with misdemeanor receiving stolen goods and driving after denial, suspension or revocation of license. 

Matthews was issued a Third Division District Court Summons for driving with a suspended license. 

BENCH WARRANT

Johnston Police Patrolwoman Vanessa Wilcox and Patrolwoman Brooke Ardito responded to 150 Simmonsville Ave. to locate Randy Ruotolo on a Kent County Superior Court bench warrant on Feb. 20.

Ruotolo, 39, of 150 Simmonsville Ave. in Johnston, was picked up on a failure to appear warrant stemming from a larceny charge out of the East Greenwich Police Department. Wilcox said Ruotolo was taken into custody without incident.

DRIVING WITHOUT A LICENSE

Johnston Police Patrolman Richard J. Varan observed a vehicle with an expired registration tag driving west on Plainfield Street on Feb. 18 before performing a traffic stop.

The operator was identified as Andrew Fernandez, 30, 51 Malvern St., Providence. A check with the Rhode Island Department of Motor Vehicles later showed that the registration was expired/suspended in May 2018, and Fernandez did not have a Rhode Island driver’s license on file.

Fernandez was charged with driving without a license, third or subsequent offense, and a violation for operating an unregistered vehicle. Fernandez was issued a Third Division District Court summons for Feb. 25 for the former offense. The latter resulted in a Rhode Island Traffic Tribunal summons for March 14. 

DRIVING UNDER THE INFLUENCE

Johnston Police Patrolwoman Kayleigh T. Cooper and Patrolman Richard J. Varan responded to a motor vehicle accident at 30 Leading St. in Johnston, where they observed Jerry Tanguay out of his car upon arrival.

Tanguay, 45, of 10 Ostend St in Johnston, still had his keys in the ignition and told the officers that he struck the second vehicle while heading westbound on Leading Street. Cooper said she smelled a strong odor of an alcoholic beverage on Tanguay’s breath, and noticed bloodshot eyes, slurred speech and his flushed face.

When Cooper asked Tanguay if he had anything to drink during the course of the night, he responded that he had consumed a few beers. He consented to a set of Standard Field Sobriety Tests [SFSTs].

Tanguay swayed back and forth during the first test and moved his head repeatedly despite numerous requests not to do so. During the second test, the walk and turn, broke the heel-to-toe formation and committed other errors. He also did not perform well on the final test, the one-leg stand, including switching feet and raising his foot higher than six inches.

Tanguay was charged with driving under the influence and refusal to submit to a chemical test. Tanguay received a Third Division District Court Summons to appear March 4. Tanguay was also issued a Rhode Island Traffic Tribunal summons for March 7 on the refusal charge, as well as operating left of center
