Highlights of the decisions made, and items discussed, at the Johnston Town Council Meeting held on Monday, July 9. The meeting was delayed for more than an hour due to lack of a quorum. Councilmen Anthony Verardo and Robert Russo were not in attendance, and Councilman David Santilli served as acting president. 

BUSINESS LICENSES

A business operating license for mental health counseling was approved for Michelle L McGuire LMHC located at 1395 Atwood Avenue Suite 209D.

Pat’s Auto Sales, Auto body Inc, located at 363 George Waterman Road, was granted a business operating license for used car sales, auto sales and auto body work.

A business operating license for residential and commercial cleaning was granted to A Star Quality Cleaning Services, LLC located at 1200 Hartford Avenue #106.

A business operating license for a self dtorage facility was approved for Extra Space Management, Inc., doing business as Extra Space Storage # 0741, located at 1640 Hartford Avenue

Located at 53 Greenville Avenue, Daddy’s Auto Repair was granted a transfer of a business operating license for an automotive repair shop.

Alwaystrendingshop.com, located at 10 Enfield Street, was approved for a business operating license-phone calls only-no foot traffic.

Greico Hyundai, LLC., doing business as Greico Hyundai, located at 1890 Hartford Avenue, was approved for a license doe new and used car sales along with holiday sales. Metro Motors, Inc. doing business as Greico Collision Center, located at 19 Industrial Lane, was approved for an autobody license with holiday sales for a collision repair facility.

A firearms license, for manufacturing, assembly, repairs, wholesale sales and gunsmithing was granted to Patriot Custom Manufacturing, located at 8 Industrial Lane, Suite 6. No discharge of firearms will take place at the facility.

SHOW CAUSE HEARING

A status update for SMM New England Corporation, doing business as SIMS Metal Management, located at 14-15 Green Earth Avenue, was held. See associated Sun Rise report.

CONSTITUENT REQUESTS

Councilman Richard Delfino requested several items from the police department in regards to road signage. He also requested that a stop sign be placed at Water Street and Genoa Street.

Councilman Robert Civetti asked if brush could be cut back from the area of Brown Avenue and Woodvale Drive as residents have stated they’re unable to see around the corner. He asked to follow up on the Citgo station on the corner of Atwood Avenue and Greenville Avenue regarding lights on top of the gas pumps. He also requested a list of streets in the district will be repaved and when so that residents are prepared.

Councilman David Santilli asked for a traffic study for no through trucks on Marne Street, as well as a street sign request for Elsie Drive at the corner of Hartford Avenue.

NEW BUSINESS

A petition from the Planning Department to amend the Zoning Code for Unified Development Review was referred to the Planning Board for review.

A petition by Alfred A. Russo, Jr. Esq. on behalf of petitioner Jerome Vinagro, trustee of the Louis Vinagro Jr. revocable trust for a zone map and text change of Assessor’s Plat 44/4 Lot 293-Old Pocasset Road to change the zone from R-40 to Industrial I was referred to planning.

A petition for the abandonment of a portion of Garner Avenue located on Assessor’s Plat 37, Lot 24, submitted by Richard Zamborano, Jr. was referred to the Planning Board for an advisory opinion.

A motion was granted to National Grid and Verizon for the installation of a new pole on Shun Pike.

Two resolutions, one ratifying a mutual aid agreement between the Johnston Police Department and the Scituate Police Department for reciprocal police services and a second ratifying a mutual aid agreement between the Johnston Police Department and the Providence Police Department were approved.

A resolution ratifying a renewal of the July 1, 2015 agreement for refuse/recyclable yard waste collections and disposal services was approved.

The council approved a resolution awarding a bid and authorizing the Mayor to execute an agreement for professional audit services of the town’s financial statements for fiscal years 2018,2019, and 2020. The auditing firm will be Blum Shapiro based out of Providence.

PUBLIC HEARING FOR ORDINANCES

Three ordinances, Ordinance 2018-1, 2018-2 and 2018-3, regarding definitions and zoning surrounding Air BNB rentals in the town along with room rentals were approved.

Ordinance 2018-12, ordering the assessment and collection of property tax on the ratable real estate, tangible personal property and an excise tax on registered motor vehicles and trailers was approved.

REQUESTS TO BE HEARD

Jean Lynch addressed the council to discuss the case of former Councilwoman Eileen Fuoco against Mayor Joseph Polisena. See associated Sun Rise report.

Resident Robert Joyce spoke with the council regarding a phone call only business license violation by Top to Bottom Cleaning Services on Brenda Drive. He alleges that six times during the past several weeks he had observed an employee vehicle arrive and the driver enter an employee vehicle. He request that the business be brought before the council for a show cause hearing.
