Highlights of the decisions made, and items discussed, at the Johnston Town Council Meeting held on Monday, January 8.

AWARDS

A citation was presented by the council to Sydney DeCesare for becoming Salve Regina’s Cross Country Rookie of the Year.

STATUS OF PUBLIC HEARING

A petition for a change to the zone map of the town of Johnston to change Assesor’s Plat 44, Lot 120 at 1222 Atwood Avenue from R-15 to a B-1 zone remained pending dependent upon a Planning Board advisory opinion.

ORDINANCES TO BE READ

The following ordinances were introduced by the council, and will be voted on during February’s council meeting, during which time the public may pose questions.

Ordinance 2018-1seeks to amend Chapter 192 of Johnston’s Code of Ordinances entitled “Hotel Motel and Rooming House Registrants. Said ordinance adds “Room Sellers to the chapter. This ordinance, along with the following two ordinances, are a series of changes meant to address Airbnb rentals and room resellers. It will apply the town’s fire and building codes to those who provide such services.

Ordinance 2018-2 would add chapter 265 to the Code of Ordinances entitled “Residential Unit Offered for Tourist or Transient Use.” The ordinance sets provisions for room rentals.

Ordinance 2018-3 seeks to amend chapter 340-4 of the Code of Ordinances entitled “Definitions and Word Usage” by adding a definition for “Room Reseller.”

Ordinance 2018-4 would add subsection 220-73.2 to the Code of Ordinances entitled “Tow Away Zones.” The ordinance would designate Manuel Avenue between poles one and three as a tow away zone.

LICENSES

A business operating license-change of location was granted for Joyful Bliss Yoga, LLC, now located at 1395 Atwood Avenue Suite 202, for a yoga studio with classes.

MR3, LLC, doing business as Union Fence and located at 1340 Hartford Avenue, was approved for a business operating license as a fence company sub contractor.

New tobacco licenses were granted for Plainfield Pike Mobile at 1897 Plainfield Pike, Fuel n Go at 201 Hartford Avenue, Plainfield Pike Gulf located at 1889 Plainfield Pike, ART Jim Smoke Shop at 1465 Atwood Avenue, and Road Runners Food mart located at 2862 Hartford Avenue.

A business operating license for one on one personal training was granted to Transitional Movement located at 49 Roger Williams Drive.

Scruffy Paws Animal Rescue, located at 21 Macera Farm Road, was approved for aphone calls only business operating license for their animal rescue.

CONSTITUENT REQUESTS

All councilmen thanked the Department of Public Works for their cleanup efforts during last week’s snowstorm.

District 1 Councilman Richard DelFino requested a speed enforcement detail for Morgan Avenue near 315 Morgan Avenue, perhaps posting the speed trailer in the area.

Council Vice President David Santilli of District 2 stated that he did not receive one phone call from a constituent complaining about road conditions after the recent storm.

District 5 Councilman Robert Civetti addressed minor maintenance issues at the high school in regards to crumbling curving and parking lot concerns at Brown Avenue Elementary.

UNFINISHED BUSINESS

Resolution 2017-41, regarding the acceptance by the town of a private road known as Santa Circle remained in a pending status until the road is brought up to town standards.

NEW BUSINESS

The council approved Resolution 2018-1, which awards a bid for meeting agenda assembly and meeting minutes hosting services, which is designed to streamline recordkeeping of town agendas and council meeting documents.

SHOW CAUSE HEARING

A show cause hearing was held for SMM New England Corporation, doing business as SIMS Metal Management, located at 14-15 Green Earth Avenue.
