NOT IMMUNE

A Woonsocket man learned that a note from the doctor can not excuse you from criminal charges on Sept. 9, when Patrolman Derrick Palazzo went to Pawtucket to present a man – who was already in the custody of Pawtucket Police charged with issuing fraudulent checks – with a summons to appear on charges of obtaining money under false pretenses in Johnston. On Aug. 19, Patrolman Michael Martufi took the initial report from a 65-year-old Johnston man who said he hired the Woonsocket man to seal coat his driveway for $1,300 and gave the man half that amount as a down payment on July 26. The victim showed Martufi an invoice from “Rocky’s Roofing and Siding” with the suspect’s name printed on it and with his signature. The victim said that the suspect never showed up to do the work and did not respond to messages so the victim demanded his money back, but no attempts were made to pay him back. The man said he gave him three weeks to return the money before he called the police. Martufi reported that “the totality of the circumstances” were probable cause for an arrest warrant and forwarded the report and invoice to detectives, who obtained an arrest warrant. Palazzo said he took pictures for mug shots while he was with Rocky Frost, 41, of 20 Doyle Ave. in Providence, who had been admitted for a medical condition not mentioned in the report. Frost pleaded no contest to a similar charge in 2001 and was ordered to make restitution, which he did, and was placed on probation for a year.

WHY THEY GET CAUGHT

Sgt. Joseph Salvadore reported he was on patrol on Killingly Street around 12:45 p.m. on Sept. 9 when he stopped a car with a cracked windshield. He said a routine check on the driver revealed he didn’t have a driver’s license but he did have three active warrants out for him. He was wanted in Superior Court for drug charges and in Sixth District Court for failure to appear twice in connection with violating a no contact order. Miguel A. Negron, 34, of 104 Sayles St. in Woonsocket, was charged with driving without a license and then given a ticket for the broken windshield before he was transported to Superior Court.
