BREAK-IN

Patrolman Joseph A. McGinn reported responding to a breaking and entering at a dwelling on Aug. 27, 2014. The occupants of the residence reportedly found the home had been rummaged through, and several items were missing.

On March 29, Roger Norman Belanger, 29, of 86 Merida Ave., Apt. 1F in Woonsocket, was picked up from Woonsocket police on a Johnston warrant for breaking and entering into a dwelling without consent.

Leo N. Belanger, 52, of 86 Merida Ave., Apt. 1F in Woonsocket, had been arrested on a warrant for same charge in connection with the incident in January.

DUI

While on patrol in the area of 2 Greenville Ave. on March 2, Sgt. Joseph Salvadore reports pulling over a vehicle whose operator was not wearing a seat belt.

The operator reportedly at first gave the sergeant an incorrect name, but based on mugshots from other police departments, the correct identity was determined. A records check indicated the operator had an active arrest warrant from the Lincoln Police Department for larceny under $1,500 and two counts of tampering with a motor vehicle.

According to Salvadore, the operator exhibited signs of intoxication. The sergeant also reports noticing a syringe between the man’s legs and the bottom of an aluminum soda can with a dark cotton ball, indicative of heroin use. The operator reportedly told the sergeant that he had “just used.”

Field sobriety tests were initiated, Salvadore reports, but were discontinued for the safety of the operator, who was “having a difficult time keeping his eyes open and standing upright.”

The operator was then placed under arrest for suspicion of driving under the influence of liquor or drugs, and transported to police headquarters. During an inventory of the vehicle, Salvadore reports that a “large combat/survival style knife” was located under the front seat.

Shane A. Arango, 25, of 18A Victory St. in Cumberland, was charged with driving under the influence of drugs or alcohol, first offense; obstructing an officer; and possession of prohibited weapons other than firearms. He was released with a summons to appear in Third District Court, and turned over to the custody of Lincoln police.

Lt. Mark A. Vieira reports being on patrol in an unmarked cruised with Sgt. Joseph Salvadore at approximately 9:15 p.m. on March 27 when they observed a vehicle with commercial registration veer to the right and cross the road’s white fog line three times while traveling west in the area of 1160 Plainfield St.

The operator reportedly provided an RI identification card, and told the officers he did not have a driver’s license, which a records check confirmed. Vieira reports detecting a moderator odor of alcoholic beverage emanating from the man’s breath, and states his “speech was thick-tongued, his face was flushed, and his eyes were extremely bloodshot.”

The man reportedly told police he had consumed two beers. Vieira also reports observing an empty Heineken beer bottle on the passenger side floor of the man’s vehicle, which was photographed.

The operator was then administered field sobriety tests, which he reportedly failed. He was subsequently placed under arrest for suspicion of driving under the influence of liquor or drugs and transported to police headquarters, where he reportedly refused a breathalyzer test.

Edwin C. Greene, 35, of 20 Park St., Apt. 133 in Johnston, was charged with driving under the influence of drugs or alcohol, first offense; driving without a license; and refusal to submit to a chemical test. He was arraigned on March 28, issued $2,000 surety bail on the Johnston charges, and remanded to the ACI as a bail violator.
