SHOPLIFTING

Patrolman Adam Parkinson responded to the CVS on Hartford Avenue on October 19 in reference to a report of shoplifting that had occurred at the store on October 15 around 8:17 p.m.

According to his report, the officer met with a member of the store’s staff, who stated that on the 15th a light skinned, black female with short black curly hair entered the establishment wearing an oversized black hooded sweatshirt, blue sweatpants, and no shoes, just socks.

The suspect retrieved a shopping basket and proceeded to fill it with merchandise as she walked around the store. At around 8:30 p.m., the woman placed the full basket in close proximity to the exit, then ran outside where she motioned for a black Dodge Ram pick up truck to pull up to the building.

After the truck pulled towards the building, the woman opened the passenger side door, ran back into the business, loaded merchandise into her sweatshirt then ran out the door with the basket of items valued at approximately $100. 

CVS provided Officer Parkinson with a CD containing video footage of the theft, from which still photographs of the suspect were obtained. The employee advised the officer that the CVS Loss Prevention team had been contacted immediately, but was unsure of the reason why police weren’t contacted subsequent to the theft. The store also wished to pursue a criminal complaint.

The case was forwarded to the Detective Bureau for a follow up investigation, where a suspect, Susie Rosado, 32, of 1219 Chalkstone Avenue, Apt. 1, of Providence, was later identified and a warrant for her arrest was issued for shoplifting.

On November 10 at approximately 11:30 a.m., Rosado responded to police headquarters to turn herself in for the warrant. She was placed under arrest and placed in a cell without incident after she was searched and processed. She was arraigned before Judge McCaffery at 5:45 p.m., pleaded nolo contendere and received 1 year probation. A no-trespass order against Rosado was also lodged listing the CVS at 1400 Hartford Avenue.   

ASSAULT AND ROBBERY

On November 15 around 6:05 p.m., Patrolman David Galligan along with several members of the department responded to Ace Auto at 580 Killingly Street for a report of a robbery and assault that had just occurred.

While responding, dispatch informed the officers that there were two suspects, a white male and female, who were walking south on Killingly carrying multiple backpacks. Officers Galligan and Mendez then located two parties while en route fitting this description at the intersection of Killingly Street and Maria Avenue. They were then identified as Joseph A. Marfeo, 35, of 825 Wakefield Street, Apt. #602 of West Warwick, and Emily J. Brown, 24, of 29 Manuel Avenue in Johnston.

Both suspects then remained detained on scene with Officer Mendez while Officer Galligan continued to Ace Auto, where he spoke with the reporting parties and victims. There he was advised that one victim was moving a car in the parking lot of the business. Brown and Marfeo were walking south on Killingly and then walked into the rear of the vehicle once the victim had parked it.

The victim then exited the vehicle to re-enter the business at which time Marfeo approached him in an aggressive manor and accused him of striking him with the car. Marfeo then demanded he be paid $100 or he would call the police.

The victim told Marfeo, “Call the police, I only have $50 on me anyway and I know I didn’t hit you,” as he pulled a $50 bill out of his pocket. According to the report, Marfeo then struck the victim in the face with a closed fist and grabbed the money from his hand. The victim attempted to retrieve the money but Marfeo continued to punch him.

A second party then attempted to intervene, and as he approached Marfeo then punched him in the face as well, and then bit his left thumb causing a laceration. The second victim told officers that while he was involved in the physical altercation with Marfeo, Brown was spitting on him. Both victims declined medical attention from the Johnston Fire Department emergency personnel. Another witness confirmed the stories of the two victims to the officers.

The first victim was then taken to the intersection of Killingly Street and Maria Avenue, where he positively identified both Marfeo and Brown as his attackers, and they were placed under arrest and transported to police headquarters without incident.

Brown was charged with simple assault and disorderly conduct, processed and held pending review. Marfeo was searched and a $50 bill was found in his front left pocket. He was charged with second degree robbery and assault of a person over 60 years old resulting in bodily injury. A background check of Marfeo revealed that he had 26 prior arrests.

INSPECTION STICKER

Officer Richard Varan observed a car traveling west on Plainfield Street with no inspection sticker on November 18 around 6:30 p.m.

After initiating a traffic stop, he met with the driver, identified as Kulh Lizarda, 28, of 1246 Elmwood Avenue, Apt. 1 in Providence. Rhode Island DMV files fevealed that Lizarda had a suspended license, and that her registration was expired as of October 2013. The registration was also for a 1997 Honda, not the 2001 Acura which the officer had stopped.

Lizarda was placed under arrest, transported to police headquarters, and processed while her vehicle was towed from the scene. She was charged with operating a vehicle with a suspended license, third offense, operating an unregistered vehicle, and no inspection sticker. She was later released from custody.

DRIVING UNDER THE INFLUENCE

While on patrol on November 17 around 10:30 p.m., Patrolman Arthur Petteruti observed a vehicle abruptly exit a parking lot in the area of 1463 Atwood Avenue. The car attempted to execute a left hand turn and travel southbound, and the officer turned around and followed.

Traveling behind the vehicle, Officer Petteruti observed that the car crossed the double yellow line and crossed into the turn only lane. A traffic stop was conducted, where the operator, later identified as Brian Hodgkins, 49, of 415 Friendship Street in Providence, exited his vehicle and attempted to approach the cruiser. Hodgkins was ordered to re-enter his car, and he complied.

Upon speaking with Hodgkins, the officer noticed a strong odor of alcoholic beverages emanating from him, that his eyes were bloodshot and watery, his face red and his speech slurred. When asked if he had been drinking, Hodgkins said “yes” and then consented to a series of standardized sobriety tests. 

During testing, Hodgkins eventually told the officer, “I don’t want to take any more of your test.” He was then placed under arrest for suspicion of operating a vehicle under the influence and transported to police headquarters, where he refused to submit to a chemical breathalyzer test.

Hodgkins was issued a court summons for driving under the influence, first offense, refusal to submit to a chemical test, and operating with a suspended license.
