The town of Johnston doesn't charge us for water we buy it from Providence Water.

As a resident of Johnston I really don't mind selling the water. As long as there are stipulations that 1. during a drought they will have to find another source (which I think is already in the contract) 2. The town has them fill the tankers only at night or off peak hours to prevent low water pressures. 3. Finally to put the pumping station in a industry zoned area such as near the dump it will be easy on and off access to 295 for the tankers. As for the money I would rather have the town lower our property taxes than to build recreation buildings with that money. I know the Mayor is for those activities as am I but we do have some of the highest property taxes in the state.
